That was Putin’s argument many, many years ago. During the arguments when NATO insisted on further expansion, he asked - if the organization’s purpose is not to stand against Russia, why don’t they admit Russia as a member, and live together happily ever after. NATO refused - but later, Russia received some sort of peripheral affiliated status. Which was meaningless.
