Toshiba's codec is a "copout" if it only supports the old H.263 standard for videoconferencing, which has been incorporated as a subset of MPEG-4. H.263 does not require nearly the processing power and technology of an MPEG-2 decoder, much less an MPEG-2 codec.

Chinese government shuts down illegal (video?) CD production lines, and then allows them to re-open to meet demand, with the proper copyright restrictions. chinadaily.net A new start for 32 CD producers THIRTY-TWO production lines seized by Chinese officials for manufacturing unauthorized CDs are now making legal merchandise, according to the Press and Publications Administration. Last year, China seized about 50 underground CD production lines, mainly in the southern province of Guangdong. The crackdown curbed rampant copyright infringement. However, a shortage of authorized video and audio products on the domestic market resulted in the administration's decision in October to re-open some of the confiscated production lines. Experts said that one of the reasons for copyright violations is that lawful producers cannot meet the market demand for CDs. The 32 production lines were sold to lawful CD factories in Beijing, Shanghai and Guang-dong, where the local governments have stationed copyright supervisors and management has been tightened, according to the administration.
