If you'd spent a fraction of the time you'd spent finding your "where's the beef video," roughly 30 seconds, to read the first page of the link I posted, you'd know exactly what those percentages are referenced to: the five year averages of each. The response from the military of this extremely shocking set of data was of course to claim with no evidence that the last five years' worth of data (what an amazing coincidence!) were accidentally under-reported figures due to "glitches" and there's nothing to see here. Of course, nobody noticed this until there were massive spikes in the current data, and of course, no mention of the five years previous to the five years in question. The coverup is always worse than the original crime.
