I think while 1) promoting the One World process, this also 2) empowers the WHO to become a better tool for big national governments — which could use this new weaponized mechanism as cover for many things.

These regulations are a “binding instrument of international law entered into force on 15 June 2007.”
That sounds like a treaty. Not binding until ratified by the Senate. Next President could undo it.
