That's fair enough. You prefer a modicum of variance with no room for improvement. I can see that in other ex-government employees and in current government employees while I was having to deal with them at IRS, SSN, CMS, and others on a professional basis. It is, I would say, consistent with the ethos: "Try not to screw stuff up, but improvement only comes rarely and by happenstance". This might be the first commandment for many large, poorly managed organizations.

I don't support stasis in really bad government. I want serious disruption. Trump was a disrupter, but not enough. He showed up with inadequate planning, but at least he understood the government is a force for evil, never for good. I hope he will do better next time.
