Fine, there needs to be some method for funding these situations; few people want women to be forced to have children they can't or won't take care of.

How about we find a tiny amount of money in the budget for some Plan B distribution and PSAs for a time until people realize they need to become responsible for their own sexual activities? Take it out of that cesspool known as the Dept of Education's budget.
