I think Clinton refused to sign anything that wasn't paid for and they used CBO to score legislation. Wasn't it called paygo? Reagan had no idea how to put together a plan. He said the words "balance the budget" and didn't need to do it because his party didn't care. Again, I admire a great con and that's gotta be one of the best cons in American history.
