Clinton did it by raising taxes, used the "peace dividend" to reduce the growth of defense spending, and he "pared" back social spending.
Clinton would never have had a "peace dividend" if Jimmy Carter won re-election, or Walter Mondale won in 1984.

Reagan got us out of the 1970's stagflation and set up America for decades of low inflation and economic growth.

Do you know the history of Reagan and tax cuts before he was president? They had a surplus in California so someone said give everyone a tax cut. Makes sense right?

There wasn't a surplus when he became president but he didn't understand the basics so he did what he was told. Reagan never proposed a balanced budget so your memory is highly flawed.

I think he said his biggest mistake was the soaring deficits and then he said he knew he'd never balance the budget before the election took place. In other words, he lied about it for eight years.
