No they didn't. Everything they did during the first two phases of the war reflected a desire to topple the government and install a puppet regime.

Only after that failed did they move the goalposts and focus on Donbas. And even then, they're failing to do anything more than make minor gains."

You haven't presented any argument from any source other than western propaganda. As WFoL has stated, "They(Russia) made it clear form the start that they did not want to occupy Ukraine."

WSJ alluding to unnamed sources is not journalism, nor is it fact.
