That's the upper end. If you adjust for inflation (take your pick: gold, pce, ppi, ...) it has anywhere from 15% - 35% to drop. I just used the midpoint of 25%. It has not made a new high for 20+ years (barring a very very brief touch up that failed) and is making new multi-year lows. BTW, why the hell is that stochastic moving up like that?
