I had my reasons at the time, but proceed with your inability to understand, and try to make an honest attempt at really reading this post that I brought here from the SH forum;

The next time MIC or someone else persists in asking why KRY was silent for so long on the
departure of Ruiz, I would suggest you offer the simplest, yet most persuasive, explanation:

Any announcement of the departure would have led immediately to a second question, that is, Why?
An honest answer to the second question might have embarrassed the MEM because it involved an
unpleasant personal animosity.

The KRY leadership has made every effort to avoid embarrassing their host nation and its officials.
Such embarrassment gains nothing and risks a great deal, given the sensitivity of the negotiations at
this stage.

As for our collective impatience with further delays, we should remember that the Venezuelan
government has the initiative because nothing will happen until they allow it to happen. And we must
allow for cultural differences. Doing business in Latin America is much like doing business in the Arab
Middle East. Protocol and the leisurely, patient development of cordial personal relationships is an
essential part of the ritual. North Americans who like to swoop in and get a prompt signature on the
dotted line rarely succeed in forging the trusting relationships necessary for long-term success in such
cultures.

Given that the initiative remains in the hands of the MEM, MO and RF are doing exactly the right thing
in not pushing the pace. In some respects, the leisurely pace of negotiations (with many, many things
to settle) are probably a kind of test, to see if KRY has the staying power to understand local issues
and do business on Venezuelan terms and in observance of local conventions.
