The standards I was talking about are the standard for giving the award. Although it might not be a drop in standards anyway since they were given out by the thousands in WWII. OTOH in WWII you did have a lot more people involved in a much larger war so maybe thousands doesn't imply low standards anyway.

Moving to your point, Russia, like other countries, is capable of adapting and improving when they encounter the stress of war or more generally when they find something doesn't work well. I'm not surprised that they are more effective now, not only from that general fact but from the specifics that its a less dispersed attack taking place in better terrain for an attack and nearer to rail infrastructure that can be used to support the attack. OTOH why the Russian campaign no longer seems incompetent I don't think I'd necessarily call it highly organized and skillful. Still just "competent" is a big step up and can be a problem for Ukraine.
