So, according to them, the 46 labs were part of the process of elimination the illegal old Soviet bio- and chemical weapons program in Ukraine. Over 30 years later, those research centers are, apparently, still in business - courtesy of the US taxpayers.

I don’t think we were supposed to find out about any of this. Maybe the Russians have found stuff - and this acknowledgment is meant to preempt whatever is likely to become public. Or maybe not. Who knows.

What they've admitted to is

"the United States has worked collaboratively with Ukraine by providing the country with security, safety, and disease surveillance for 46 Biolabs in the country."

and

"The United States has also worked collaboratively to improve Ukraine’s biological safety, security, and disease surveillance for both human and animal health, providing support to 46 peaceful Ukrainian laboratories, health facilities, and disease diagnostic sites over the last two decades. The collaborative programs have focused on improving public health and agricultural safety measures at the nexus of nonproliferation."

Nothing nefarious about that or bio-labs generally. Biological laboratories are quite common across the world. and are a positive thing for it..

Now you could think they are lying and that some, or even all, of them are biological weapons development or production labs, but if that's what you think then its not a matter of "admitting" anything, they made no such admission.

'High bio-hazard risk' in Sudan after laboratory seized, WHO says

GENEVA, April 25 (Reuters) - There is a "high risk of biological hazard" in Sudan's capital Khartoum after one of the warring parties seized a laboratory holding measles and cholera pathogens and other hazardous materials, the World Health Organization said on Tuesday.

Speaking to reporters in Geneva via video link from Sudan, the WHO's representative in the country, Nima Saeed Abid, said technicians were unable to gain access to the National Public Health Laboratory to secure the materials.
