I get a sense that who’s a legitimate combatant and who’s a mercenary is a matter of fairly complex interplay between international - and national - law. Could be argued either way - let’s say, Ukraine could “legitimize” any murderous “safari lovers” by the thousand - by formally inducting them - even granting citizenship if needed - and have more soldiers. Read that members of the foreign legion are, actually, some of their best soldiers. Like that famous Canadian sniper - what exactly was he doing in Ukraine? Putting bullets in people’s heads? Ditto about one of those convicted Brits who’s a sniper.
