It’s a clash all right, the statement about East caring about people more than West can be argued. I think
the East has back in USSR moment. USSR cared to send people to mine radioactive Uranium in gulags.
Tsar Putin has imperial ambitions maybe? The land that Russian troops “liberated” is going to “vote” to be
a part of Russia. I agree with, the people living on that land likely want that. You could say “Russia cares” too,
Or you could say Russia wants its land and vassals back, which is the entire Soviet Union
