Of course it's not, but in the case of the Hyundai example, if you just had the #1 or #2 market in the world kneecapped, it's going to have an appreciable impact on worldwide demand, and on your bottom line as well. In such a situation, the mindset is not going to be expansion, and you would likely choose to use your existing capacity to fulfill the remaining demand, rather than shutter your existing factories and invest in building new factories in countries where the demand is not yet impacted (especially considering the future unknowns aforementioned).
