Casey, maybe this might help

Excerpted from another post (from the CEO of another company):

"2) As insiders we come under SEC Rules, and section 16- Safe Trading
Rules governs our buying and selling of XXXX stock . Insiders can only buy/sell 4 times/year during a 10 day window after release of 10Q & 10K . There are also times during these windows that we are further
restricted due to upcoming news that only insiders are aware of. I'd be happy to send a copy of these rules to anyone interested. Simply furnish name, address, etc..."

I X'ed out the name. For what it's worth, I personally don't think
picking out one piece of data and basing one's investment decision
on that single phenomenon is a recipe that leads to long-term
investment success.
