The CHIP act does not depend on INTC getting their act together. TSMC and Samsung are building state of the art plants in the US in Arizona and Texas. TSMC in particular will have to go global as they can’t keep all their eggs in the Taiwan basket - they will be building fabs in both the US and Europe.

I have a small position in INTC, but it remains to be seen if they can catch up to TSMC. I hope they do but it looks like they are losing market share in data center to AMD and NVDA as well as others.
