To replace every carbon positive car with an EV will create the largest carbon footprint the world has ever seen. The only thing that will accomplish what you want to achieve is strip mining Africa and Amazonia using mercury to extract the base and precious metals. Carbon neutrality is a poor trade off for turning the world into a strip mining ghetto.
