California is one giant spiderweb of intertwined water sources being stolen from other people.

I recently purchased a home in the CA desert and ironically it's about the only area of the state without water issues. We do get some from the Colorado but there is a 1000 year aquifer below the valley that keeps all our golf courses green year round. I don't believe they really know the sources that keep this aquifer filled. I have a pool and spa in the backyard and hardly pay anything for water. Maybe $20/mo.
