Ukraine mined their harbors to help prevent Russian invasion into the harbor cities. I know it is spun here that it is Russia's fault, but that is just another lie. From the outset, Russia has told the UN they will guarantee safety in the Black Sea for any outgoing food shipments, but Ukraine would have to demine the harbors first and Ukraine has refused to do so because they are afraid the Russians will take advantage of open harbors.
