As a young kid, between ages 9-10 and 15-16 or so, I did a lot of competitive swimming. After you put in hundreds of miles during training session, you want to swim - and to win. Youngsters who sit out competitions will quit the sport. Political games are of little interest to them. So, I doubt that this would work.

Edit — Boys are stronger. If a boy loses to a girl, he won’t be allowed to forget it :)
