Need help from someone in the biz. in understanding Vixels statement, Future hubs, also due in 1998, will have switchlike capabilities?

I was wondering if FC shares the same layers that CSCO's router have
and hence traditional FC switching is done at the data link layer and could potentially be done at the layer three level for a new type of FC Layer 3 switch? What will these switchlike hubs really be? Thanks in advance for help on this.
