I think what they do in LA is they either just kill them or beat the crap out of them as a gang. Then, if they feel like doing the paperwork, they arrest the one's they don't just kill.
No, they used to arrest them and put them on trial. Today, idiots in LA have voted to just let them out to kill someone else.
