The country most likely to survive is Finland.

They have enough underground facilities to house the entire population.

And their military is first class and very modern as they have been preparing for war with Russia for decades.

The prime minister of Finland is a women Sanna Marie?, and she told Putiin to fuck off and if they want a war to bring it on-lol.

She is taking no shit from Putin-lol.

Leave it to a woman to have the big balls.

3 billion or so people who will survive. That needs to be managed.

"Manage" struck me as an odd word in such a situation.

A catastrophe of this magnitude is understandably beyond comprehension for most people. We can just let the aftermath happen or we can put plans in place to get aid where aid is possible and protect those who may be able to restart civilization on a hopefully better path.

if the world's population actually understood that such an eventuality is actually possible, I suspect they would be more vocal in trying to prevent it. Instead they are focused on worries over high gasoline prices. Humans are notoriously poor at understanding and estimating risk.
