It's not the same thing.

With delivered in person, the in person refers to the delivery, not the receipt. You can't ask your Uncle Charlie to drop it off. You have to drop it off yourself.

It does not say that the municipal clerk has to receive it in person, himself.

I'm used to reading and parsing legislation, at least I used to be. You have to read what it says, not what you expect it to say or want it to say. Even if what is written is not what it was intended to say.

You're a waste of time.

It's sad if you really think it's a waste of time to follow the law as written. Even if what is written is not what it was intended to say.

Figures.

This is a very good example. She points out that the law doesn't say "hand to the clerk in person". It doesn't because that makes no sense. The clerk has other duties than to stand around waiting for someone to hand them a ballot. It makes sense to have a container of some sort that the ballots can be deposited in. As long as the container is secured and was authorized and emptied by the clerk, it is essentially the same as handing it to them. Your "how many angels can dance on the head of a pin" interpretation is just meaningless word torture.
