If I was running Germany, I'd be thinking about re-commissioning the nukes, which were shut down before the energy they generated was replaced.

Most countries are replacing the capacity before decommissioning FF generators. Germany shut down their nukes, which don't emit CO2, because of fears of a Fukashima-type disaster, not a desire to transition faster.
