Medicare in Canada has a similar bent, the first thing throttled down is costly diagnostic medicine.

During Covid in Canada costly diagnostic medicine was used even more sparingly.

In my personal circle I know three people recently diagnosed with cancer that has metastasized, and to verify they traveled to the USA and paid for treatment.

I don't know what Trudeau paid for the Covid vaccines but it was more than likely offset by treatments for other diseases not taking place.
