With a series of primary elections, the so-called jungle primaries, a minimal level of support can be established in the first round or two. Polls can be skewed by those who aren't going to vote anyway.

The current election system predates the civil war, and was designed to keep the government from doing too much of anything, but particularly not to do anything in regards to slavery. (that did not work out because of the support for manafest destiny and the shortened timetable to seize the west from Mexico).

The current reason to keep the government from doing anything important is to keep big oil, and the related industries from being curtailed due to climate impacts.
