Only, or a mere, $58B meant for chips. At current rate would result in 2.x plants at the bleeding edge, and at nothing % of market share due to entrenched competition, or just result in very expensive chips going into then resultant unaffordable products, that which can really only be weapons, which are never productive

IOW the sum shall likely be wasted, as well as hacked then decoded.
