In my context they do. Cos that cut/elim dividends aren't buying back stock at the same time. An example would be GM. They announced a buyback but who knows when/if they execute. If dividend was cut you can bet everyone would know about it and stock would tank. If you know of co that is cutting dividend and buying back stock I want to short it. I'm aware that legally dividends can be stopped at any time.
