Xi Pleaded With Biden "Now Is No Time for A Crisis" Just Ahead Of Pelosi Taiwan Visit

Previously undisclosed details behind the July 28 phone call between President Joe Biden and China's Xi Jinping have been revealed Thursday, wherein the Chinese leader urged "Now isn't the time for a bull-blown crisis."

A fresh Wall Street Journal report relates that while Xi warned Biden of unspecified consequences should House Speaker Nancy Pelosi follow through with her visit to Taiwan, making her the highest US official to do so in 25 years, he stressed he had no intention of entering a war with the United States. Citing people briefed on the call, Xi emphasized that both sides must "maintain peace and security" while reiterating Beijing's longstanding position on the Taiwan question.

Of course, the call failed to prevent Pelosi's visit to Taipei, which in turn sparked over a week of unprecedented People's Liberation Army (PLA) drills encircling the island, effectively erasing the median line which separates the Taiwan Strait.

The WSJ details that "Mr. Xi decided to talk to Mr. Biden to minimize the risks of a conflict with the U.S., according to the people familiar with the decision-making process." The main public messaging from Xi and his foreign policy officials was to warn the US that it is "playing with fire" in stoking pro-independence feelings.

Beijing in the lead-up to the crisis thought a last-ditch personal appeal by Xi was worth it, even though "China’s foreign-policy establishment has historically been careful about scheduling leader-to-leader engagements, concerned about a loss of face should the other side do something contrary to Beijing’s interests soon after the bilateral exchange."

The WSJ report notes further that the ultra-provocative ballistic missile launch wherein 11 projectiles were fired into waters off Taiwan, some having even flown directly over the island, was just as much Xi showing strength to the domestic populace as it was a threatening message to Taiwan pro-independence forces.

Leading congressional Republicans excoriated Secretary of State Antony J. Blinken on Friday for traveling to China this weekend, accusing him of undermining national security by attempting to normalize diplomatic relations with Beijing as they press for a more hard-line approach.

Representative Michael McCaul, Republican of Texas and the chairman of the Foreign Affairs Committee, threatened to subpoena Mr. Blinken if he failed to produce documents by Friday evening detailing the list of retaliatory actions the U.S. government has considered against China, and when they were applied.

“The Biden administration’s weak actions on the global stage continue to embolden the C.C.P.,” Representative Elise Stefanik of New York, the No. 4 Republican in the House, said in a statement. The secretary of state’s trip, she added, will “legitimize” the Chinese Communist Party’s “continued subversion of our sovereignty.”

Why It Matters

The clash reflects two divergent approaches to dealing with a rising China, and could influence forthcoming debates over military spending. Republicans have accused the Biden administration of responding fecklessly to Chinese provocations, like the spy balloon that flew over the United States earlier this year, and argue it would be more prudent to make displays of military solidarity with Taiwan than pursue a diplomatic thaw.

“Engagement disconnected from a robust military deterrent? I’m not sure what it will actually achieve,” said Representative Mike Gallagher, Republican of Wisconsin and the chairman of a House panel focused on strategic competition with China.

But Democrats argue that engagement is crucial. Senator Robert Menendez of New Jersey, the chairman of the Foreign Relations Committee, said he hoped that during the summit, “we can create some level of communication, particularly on the defense side, so that we can deconflict” with Beijing.

Background

Beijing cut off a series of diplomatic, military and energy engagements with the United States last year, in the wake of then-Speaker Nancy Pelosi’s visit to Taiwan over the objections of China. Relations between the two countries experienced another setback earlier this year, when the Chinese spy balloon floated over the United States, hovering near sensitive military sites. Mr. Blinken canceled a planned trip to Beijing in the aftermath of the balloon incident.

Last week, revelations that China has operated spy facilities in Cuba since at least 2019 and recently improved their ability to monitor electronic communications inside the United States threatened to disrupt Mr. Blinken’s travel plans once again. They also inspired a round of vitriol from the G.O.P. lawmakers against Mr. Blinken for continuing to pursue high-level talks with Beijing.

What’s Next

Mr. McCaul is trying to prove that State Department officials intentionally dragged their feet on punishing China by demanding to see the department’s so-called competitive actions calendars. The documents would show how long it took the department to implement certain measures, such as sanctions or export controls, after they were announced, if at all.

The State Department was not expected to meet the 6 p.m. deadline Mr. McCaul set for producing the documents.

TAIPEI (Taiwan News) — Seven U.S. congressmen on Thursday (June 15) signed a letter calling on Secretary of State Antony Blinken to make a stopover in Taiwan during his trip to China.

According to the U.S. State Department, Blinken is scheduled to travel to Beijing and London from June 16-21. His trip to China was originally scheduled for February but was postponed due to the Chinese spy balloon incident.

On Thursday, seven U.S. House representatives led by Tom Tiffany composed a letter calling on Blinken to make a stopover in Taiwan as part of his itinerary. They argued that a Taiwan trip would be consistent with the intent of the Taiwan Travel Act, which makes it U.S. policy to encourage high-ranking White House officials to travel to Taiwan and meet with their Taiwanese counterparts.

They said this would present Blinken with an opportunity to "publicly address concerns about widely reported delays in the delivery of U.S. weapons systems to Taiwan." The congressmen said that some of these sales had been approved as long ago as 2019 and are "critical to Taiwan's defensive capabilities."

They closed by saying that a trip to Taiwan would send a message that the U.S. "does not need a permission slip from the Chinese Communist Party to meet with our friends and allies in Taiwan — or anywhere else."

In addition to Tiffany, six other Republican House representatives also signed the letter.

China Says Xi, Blinken Meeting Was Just A "Courtesy", Castigates US For "Misperceptions"

Update(11:48ET): Initial statements to come out of Monday's meeting between President Xi Jinping and US Secretary of State Antony Blinken were generally positive and upbeat, with an emphasis on healing ties. But more statements were issued in follow-up upon the conclusion of Blinken's two day visit to Beijing.

It seems China wants to let it be known that it will maintain the upper hand while not being too eager to embrace diplomatic détente. According to the latest from Bloomberg:
Chinese President Xi Jinping’s meeting with US Secretary of State Antony Blinken was "out of courtesy" in which Xi gave strategic guidelines over the bilateral ties, Chinese state television reports, citing Yang Tao, an official at the Foreign Ministry.
China has blamed deteriorated relations squarely on Washington. China's top diplomat Wang Yi had said it was the result of the United States’ "misperceptions" about China, and stressed that Washington must make a choice "between dialogue and confrontation, and cooperation and conflict."

The Chinese side also said the following according to Bloomberg:
China told Blinken that US should stop saying that China is a threat, end sanctions over China which are "illegal," stop depressing China’s technology development and interfering the Asian nation’s internal affairs.
"The most important achievement made during Blinken’s visit is the two sides agreed to implement agreements made Biden and Xi in their meeting late last year in Bali, Indonesia on establishing a steadier path for bilateral relations, China says," Bloomberg continued.

In an effort to halt the rapid decline in relations between the powerful rival countries, Secretary of State Antony J. Blinken met with President Xi Jinping on Monday in Beijing in a 35-minute meeting which the top US diplomat called a "positive step" toward mending ties.

Blinken's message that the US government is committed to responsibly managing relations appeared well received by Xi, coming at the end of Blinken's two-day visit, with the Chinese leader remarking, "This is very good."

The meeting was held in the Great Hall of the People, which is off the West side of Tiananmen Square, typically used for receiving heads of state and other top dignitaries.

A State Department statement said "It’s in the interest of the United States, in the interests of China, and in the interest of the world" for the two nations to mend ties.

Prior to going into the Xi meeting, Xi met with China's top diplomat Wang Yi, and with Chinese Foreign Minister Qin Gang - both of which were present in the Xi meeting.

According to a summary of the US call readout:
During his meeting with Blinken, Xi said China does not seek to challenge or displace the United States, but insisted the U.S. must also respect China’s rights and interests, according to a readout from the Chinese Foreign Ministry.
Blinken denied that the U.S. is trying to contain China economically, as Xi has charged, and said Washington wanted to see economic growth in every part of the world.
"But at the same time we can, we will and we must take steps necessary to protect our national security," he said, referring to U.S. efforts to limit China’s access to semiconductor technology, among other actions he described as "narrowly focused."
The Blinken-Qin talks had lasted six hours, and while China hadn't greeted Blinken's visit in the lead-up with much enthusiasm after the original February debate was postponed in the wake of the "spy balloon" shootdown and saga, it's being widely perceived that this could lay the groundwork for a Xi and Biden meeting later this year.
Overall the talks were dubbed "candid" and "constructive". The below notes are based on Bloomberg's review of the readouts from both sides as a result of the Blinken's two-day visit and high-level meetings:

- China hasn’t agreed on military to military ties with the US; US will keep working on that

- Progress with China is hard; it takes time

- US clear eyed about challenges posed by China; Blinken discussed unfair treatment of US companies with China

- China’s broad economic success also in US interests; not in US’s interests to decouple from China

- Healthy economic engagement benefits the US and China

- US needs to protect critical technologies

- US wants to work with China on climate, public health

- Blinken reiterates he welcomes China role in Ukraine diplomacy

- Blinken raised concerns on China’s provocative Taiwan actions

- Differences on Taiwan should be resolved peacefully

- US committed to one China policy, three communiques

- Blinken expects additional senior visits from US officials

- China, US set up working group on fentanyl

Importantly, some 'assurances' were given on Taiwan, with Blinken reiterating that the administration's commitment to 'Once China' hasn't changed...
Also interesting is that China's top diplomat Wang Yi had said that worsened relations were the result of the United States’ “misperceptions” about China, laying down that Washington must make a choice "between dialogue and confrontation, and cooperation and conflict."
