In a National Audit Office report in June, the government said it “regards electronic monitoring as a cost-effective alternative to custody, which contributes to its goals to protect the public and reduce reoffending”. Its better than prison for the potential prisoner, and its less costly for the government, but because its cheaper and easier it may lead to cases where its not an alternative to prison but rather a punishment widely applied to people who wouldn't have gone to prison anyway.
