wise decision, the production needs nearby mines with proper coal and iron ore and very big facilities to be profitable As a side comment, Ukraine has such resources that is how the Mariupol Steel complex was built. During WWII it was a major target by the German army. Today the Ruzzian destroyed it. The ores of coal and iron had a very rare combination residuals of other materials/metals that gave the produced steel important qualities, from what I recall excellent propertied for smooth bore for cannons and other uses with fast temperature changes.
