Yup. Fascism or statism or even more generally, collectivism- purpose is to regulate private activity by government's police power. Generally speaking government regulations make the economy less efficient. I saw one statistic that claimed to prove that the Nazi's would have found it far cheaper just to buy, commercially, resources from Russia rather than invade Russia. But the fascist government insisted on government action as a moral imparative and would not allow private economic activity. The one thing commies and fascists explicitly agree on is that capitalism is their enemy.
