Teachers are normally laid off or excessed based on seniority alone, but the new agreement adds a racial component as well.
Here's how the local media spins that fact:

New Minneapolis teacher contract language disrupts seniority to protect educators of color (startribune.com)
The new contract makes Minneapolis one of the only school districts in the country with such seniority-disrupting language, district and union leaders say.
Wow. They make it sound like they're finally doing something about one of the biggest shortcomings of teacher's unions.

And yet they're going to replace it with something even dumber, namely racial quotas.

The best way to layoff teachers is by performance, but the unions would NEVER allow that.

So instead, the teacher's unions go woke.
