War means irrational things happen,. Either side could use nukes first, maybe just a tactical one at first, strictly for defensive purposes. But that sort of thing easily gets out of hand. Just ask Archduke Franz Ferdinand. As to Saddam, the only WMD he had were poison gas and other non-nuclear devices. He knew better than to try against an overwhelming opponent. The US is the only country that has ever nuked anyone. While less destructive than the firebombing of Tokyo or Hamburg, they were highly effective for shock and awe. Whether they were necessary is a debate better not carried out on this thread.
