Steel's is not a good barrier against hydrogen. Some form of plastic is likely more effective, sandia.gov. Interestingly though, others are working to use the permeability of metals to hydrogen as an advantage - to store hydrogen within the atomic structure by forming a metallic hydride, frontiersin.org.

Hydrogen can go monatomic on contact with metals.. In fact heated Palladium is used as a super filter to produce semiconductor grade gas. Purifies it to seven nines (99.99999%) no problemo.

In monatomic form it is very very small to try and contain.

Lots of businesses used hydrogen by the ton though.
