Because an invasion before the 2020 election would've sabotaged Trump's campaign. Why should Putin invade when he had an ally who'd side with him against Ukraine (Trump).

Hell, he might've been able to get US help with the invasion. None of those things could've happened till Trump was safely in his second term.

The timing has nothing to do with who is president. Putin saw the US oil production crater . Thought that weaponizing Russia's oil and gas. Would be sufficient leverage that the west would just let him have Ukraine.
