the short answer is i guess they just think that their current strategy is better. But that doesn't preclude alternatives in any industry never mind this one which is developing so quickly.

maybe they had originally planned that the business would develop more quickly. maybe they didn't expect margins to come under pressure as soon as they have. maybe they expected to pick up a couple of other strategic territories sooner - technical development delays - having to get staff out of trouble in Russia - all of these are possible.

All I have been saying is that these guys have the best technology in the world because it is the most economic system available. I proposed a strategy where technolgy takes the center stage and deployment/manufacturing is fully partnered/joint ventured with major world players who can effectively bid and deal with governments/regulators because they do it all day long already.
