Scott, was this today or yesterday?

There should not have been trades below your offer, unless they were before the market opened.

The opening trade on BROD today was at 22 1/8, and it rose from there.

I do see two anomolous trades of 1000 at 21 1/2 and 5000 at 21 5/8 at 9:33, but these could be late prints from before-hours trading.

I have occasionally seen "away from market" trades during the day that do not seem to be late prints, and would in interested in the mechanisms and rules that permit this. (Instinet? Other?) These are typically large blocks, and I presume it's necessary to go outside of the current market in order to get the trade done in one transaction.
