As I suggested--if the administration in power decides to sell some oil out of reserves and China buys it--if they jump through all the hoops and the check clears who cares.

The DOE has a large operating manual on the rules, procedures, and pricing of sales from the strategic reserves at any moment in time similar to all government agencies.

PS---A hundred thousand words is better even when 450 will do if you are a gobberment official.
