Both. But where does self-determination end? The problem is that if every little subgroup claims the right to secede, whether a truly distinct "people" or not, then there would be no end to the disintegration of states. That's why international law recognizes, firstmost, the integrity of states and only the right to secede where a distinct historical people exist and are truly oppressed without recourse in representation in the state in some form. And even then, no right exists where (like in Ukraine) the self-determination is claimed with dirty hands following the illegal exercise of force by an external power (Russia.)
