You're misreading that. You can easily be a reservist w/o combat experience...
You're splitting hairs. People who aren't reservists are indeed being drafted:

Russia drafted an old man with diabetes, a 17-year-old, and people with no training to fight in Ukraine, reports say — a sign of desperation (yahoo.com)

The point is that RuZZia isn't consistent with their own rhetoric, but when were they ever? They only say that they are limiting mobilization to reservists, but that's a desperate attempt to appease the public who is understandably skittish about being sent into the meat grinder.

In practice, they're more concerned about drafting as many people as possible in a short amount of time.
You mean like what NATO does?
NATO expanded because the new member nations voluntarily joined. They didn't do it under the gun. They didn't hold rushed referen-dumbs over territories that fully or even partially occupied by NATO soldiers.

Of all the whataboutisms that you could think of, this is by far the weakest. There is nothing NATO did that compares even remotely to RuZZia's referen-dumbs in Ukraine.
