I think because we human beings have a great need to bully and to push each other around. We have many wonderful qualities, but we also have dark sides. In groups, the darker qualities are triggered to a greater extent. In large groups, it gets a lot worse. There is never any lack of schmucks who feel compelled to order everyone how to live, what language to speak, to which god to pray - and even how much money to make.

Same goes for states, only worse. Gets bad when they want to rebuild the world in their own image.

There's someone acting as mediator who has a stick bigger than anyone else's - the US government.

There is nobody with a bigger stick to mediate between nation states, unless there is a hegemon - like the US government. Even that is imperfect, because even as powerful as it is, it is not powerful enough to impose its will on larger states absolutely. At best, there is grudging compromise to avoid violence.

It stopped being voluntary. The model of American success is millions of sovereign citizens VOLUNTARILY cooperating with each other.

People discovered they could vote for opm. The South wanted to go their own way. Lincoln and co murdered them into submission.

Why does that model not scale up to nation states?

It could scale up. Tradable Citizenship as a personal property right is the missing ingredient to switch from state-owned serfs to property owning sovereign individuals.
