Yes, that would definitely be better. At the very least, it kills the corruption component. Which is what some states are doing (for example, all such contributions go to the state to ultimately be distributed to counties on a per-capita basis -- there is no problem I can see with this.)

But when a person drops money on local operations then demands that recipients spend it in specific ways, it is corrupting.

The object of the contributor is to simply increase the proportion of blue voters over read (the rest will take care of itself). To do that, put the money in the areas where the blue voters live.

At the end of the day this becomes a data management problem, not a matter of presenting ideas and proposed solutions. I am pleased the red states are acting on it -- and I think to the extent blue states want to do it, it doesn't matter -- all the more reason for an Electoral College.
I don't want to be in the position of Elon having to outspend every other billionaire to have a fair election.
