I think computerized can easily be made better than what we have.

But as I've previously stated, you would want to have an interstate compact to do it right.

I work with electronic health care claims a lot. When I started working with them, in the early 80s, they were 80 byte records to mimic punched cards and there were no standards. WE moved through two early standards, then the finally adopted ANSI EDI standards about 20 years ago. Today can safely and securely pass this data around today with good control and guaranteed integrity, such that the ultimate destination receives the data securely and with a complete audit trail.

I deal with health care data daily that must be kept secure at all times. Everything we do involves transmitting claim and other healthcare data from one place to another. When you visit a doctor your health care claims are processed electronically and arrive safely and securely at the payer's office on schedule (our customers transmit claims whenever they'd like and will have a receipt back same day or maybe the following morning if they send past the deadlines).

It just isn't that complicated. Democrats do not want it because it is harder, not easier, to cheat.
