I mean that guy dropping 40 ballots COULD be carrying them for family members, RIGHT? They have to be caught dead-to-rights with no room for doubt or it is like it never happened. If effect, you can't convince the court of public opinion and reach any level of comprehension. You actually have to go to court and win suit-after-suit until people grasp it. They don't even care at this point.
