Extremely unlikely to be Biden, but also unlikely to be Putin. The pipeline was no certified and wasn't going to be used, so he wouldn't lose much by sabotage but also wouldn't gain much. Fairly unlikely to be Ukraine since the pipeline wasn't very meaningful and they would have better targets to sabotage. Could be anti-war Russians. Could be disgruntled workers. Most likely to be an accident or deterioration because of poor maintenance.
