Biden's statement was "if Russia invades". Talking about the future.

And shortly afterwards he (by pressuring Shultz) did what he said he would do. He stopped the program. It was stopped in February. It supplied zero gas to anyone and brought in zero revenue for Russia. Since Russia had already curtailed their exports they were flaring off massive amounts of gas, just burning it up without getting anything from it because their storage (like that of the EU countries) is limited, and they had no way to export most of it.

Putin has nothing to retaliate against unless perhaps its anti-war Russian sabotage (although it seems a bit too sophisticated for that they seem to be only in small groups with minimal organization and resources). Could even be a false flag Russian operation since they were not getting any use of the pipeline anyway, but people guess false flag operations a lot more than they actually happen, and in this case I don't think its likely.

Probably an accident, but the Russians will probably seize on it and claim it was western (or perhaps Ukrainian) sabotage to try to justify some action, or at least for some internal propaganda value.
